More about shopping mall pest control
Define the areas first
NEA’s sample Environmental Sanitation (ES) programme for specified shopping malls rates bin centres and loading and unloading bays as medium-risk areas, and toilets, handrails and children’s play areas as high-risk. It asks for no stagnant water, no signs of mosquitoes, rats, cockroaches or flies, and proper handling of waste, especially trade waste. Those are the usual starting points: bin centres and bin-holding areas, loading bays, back-of-house corridors, drains and gutters, car parks and landscaped areas.
For each affected space, the scope records whether it is mall-managed common space, a back-of-house area, a delivery or refuse area, an external area or a tenant unit, who manages it, the access windows and the person who can authorise entry. The agreed scope keeps mall-managed areas separate from tenant units; none is covered automatically.
Mall management or tenant
For a specified mall under the ES Regime, the common areas and back-of-house areas that support the mall’s operations must meet the ES standards, and the mall’s premises manager is responsible for them. Offices and tenanted spaces are excluded, but tenants that are specified premises in their own right, such as a food court, preschool or student care centre, must comply themselves. Individual food operators can see F&B pest control.
What the ES Regime asks of a specified mall
For a mall designated under the Environmental Sanitation (ES) Regime:
- the premises manager appoints a registered Environmental Control Officer (Specified Premises), or ECO(SP), and submits an ES programme to NEA, reviewed at least once a year
- a registered Vector Control Operator carries out a comprehensive pest management survey at least once every six months, covering key areas, pest harbourage, causes of infestation, structural defects, gaps in refuse management and housekeeping, and recommended treatment
- no unregistered vector control operator, unlicensed technician or uncertified worker may be engaged
- survey records, the pest management contract and routine service reports are filed, and kept until the end of the next calendar year
The sample ES programme for specified shopping malls (Word file) and NEA’s ES Regime FAQ set this out. A routine visit is planned around the pest concern and the areas agreed for service; the survey is a separate scope with its own report. Engaging KleanSG does not replace the premises manager’s or the ECO(SP)’s own responsibilities.
What to send for a quote
Include whether you are mall management or a tenant, the location and approximate areas of concern, the pest signs, access windows and the contact who can approve the work, plus any earlier pest-service or survey records you are authorised to share. The scope, service and reporting arrangements are agreed before work begins.

Common questions
Do you take enquiries from mall management and tenants?
Yes. Tell us which party you represent and which areas are involved, and we will confirm the responsible contact and service scope before quoting. Individual food operators can see our F&B pest control service.
Does our mall need a six-monthly comprehensive survey?
If it is a specified shopping mall under NEA's Environmental Sanitation (ES) Regime, yes. The premises manager must engage a registered Vector Control Operator for the survey at least once every six months. Check your mall's designation with NEA.
Who receives the service report?
Name the responsible recipient when you ask for a quote. The report type, recipient and delivery arrangement are confirmed for the agreed work.
