More about school pest control
Where pests show up at a school or centre
NEA’s sample Environmental Sanitation (ES) programmes for schools and student care centres treat toilets and bin centres as high-risk areas, and ask for premises with no stagnant water, no mosquito breeding and no harbourage of other pests. On a school site, signs tend to show up around the canteen, pantries and food storage, bins and bin centres, grease traps, drains, false ceilings and landscaped edges. NEA’s sample pest records include rats in a false ceiling, rat burrows in landscaping near a canteen and termites in a garden shed.
The areas above are for discussion, not automatic coverage. Say who manages each space, because a canteen stall, a tenant or a separately managed block may have its own arrangements. An onsite assessment may still be needed to find the cause and the right work.
Access around teaching and care
Visits are planned around lessons, care activities and other operations, with one person named to authorise entry. Locked, restricted or separately managed areas, and any appointment or permission needed for entry, are agreed before the visit. Preparation and re-entry instructions depend on the work chosen and are confirmed for the actual visit.
What the ES Regime asks of a covered site
NEA lists schools and student care centres as separate premises types under the Environmental Sanitation (ES) Regime. Check whether your site is designated; NEA’s ES Regime FAQ links the designation orders. For a designated site:
- the premises manager appoints a registered Environmental Control Coordinator (ECC) and submits an ES programme to NEA, reviewed at least once a year
- the pest management plan includes a comprehensive pest management survey by a registered Vector Control Operator at least once every six months
- the survey report must go beyond “no major pest issues observed” and cover refuse management, housekeeping and structural defects that let pests in
- pest-control and survey records are kept until the end of the next calendar year
NEA’s sample ES programmes for specified schools and student care centres (Word files) list the pest records to file: the operator and its VCO registration number, the contract period, routine service frequency, treatment carried out and survey dates. Routine pest control deals with the agreed pest issue and service areas; the survey is a separate scope with its own report.
What to send for a quote
Include whether the enquiry is for a school, a student-care centre or a separately managed part of a larger site, where and when pest signs were seen, access times and the authorising contact, and any photos or earlier pest-service records. Keep students, staff, identity documents and other private information out of photos.
For a childcare centre or preschool, see childcare and preschool pest control. A separately operated food business on site should see F&B pest control; those terms do not automatically apply here.

Common questions
Does the quote cover every room and outdoor area?
Not automatically. The included areas are defined for your site. Point out affected, locked and separately managed spaces when you enquire so access and exclusions can be agreed.
Is a routine visit the same as a comprehensive pest survey?
No. They have different scopes and reports. NEA lists schools and student care centres as ES Regime premises types; a designated site needs the six-monthly survey by a registered Vector Control Operator as well as any routine service it chooses.
What report will the site receive?
The quotation sets out the reporting scope, who receives the report and when it is supplied. Confirm these details for your site before work begins.
